Who the service is for


Any registered Australian business that is a SME, with fewer than 200 full-time staff, can access the ITRA Service. It is a free service.

The ITRA Service may be able to help you if:

  • you are an Australian manufacturing business that
    • completes at least one substantial process of manufacture in Australia
    • faces competition from goods imported into Australia
    • believes the goods imported into Australia are sold cheaper than in their original market, and
    • believes the low price of goods affects your industry’s sales volume and price
  • you are an Australian importer who pay
    • anti-dumping measures on goods you don’t believe require those duties because you can’t source the goods from an Australian manufacturer
    • countervailing measures on goods you don’t believe require those duties because they do not reflect the current level of subsidisation of your exporter

How the service helps

The service primarily assists manufacturers and producers to prepare applications for:

  • anti-dumping or countervailing investigations
  • circumvention investigations
  • continuation inquiries
  • reviews

The service also assists importers prepare applications for:

  • duty assessments
  • exemptions
  • reviews

Other activities of the service include helping manufacturers and importers:

  • develop submissions to the Anti-Dumping Commission for ongoing cases
  • raise awareness about how the anti-dumping system works
  • advise on general anti-dumping and countervailing matters

The ITRA Service can only provide general information on the appeals process and cannot represent SMEs to the Anti-dumping Review Panel.

The Anti-Dumping Commission administers the anti-dumping system. The ITRA Service is not part of the Commission and doesn’t act on its behalf.
