In recognition of the high numbers of quality applications received, a further additional $50 million in funding was announced through the 2022-23 Budget. The allocation of additional funding does not affect the scope, eligibility or merit criteria for applications that were submitted by the closing date of 5 August 2021 under this grant opportunity.

This round of the Safer Communities Fund targets organisations with demonstrated experience in providing early intervention activities to youth at high risk to prevent them from engaging in criminal activity or anti-social behaviour.
There is approximately $20 million available.
The objectives of this grant opportunity are to:
- contribute to the preservation of the safety of Australians through funding local crime prevention activities that address anti-social behaviour by youth at high risk
- help marginalised youth aged 12-24 at high risk to develop life skills, including through educational and vocational skills to prevent them from becoming entrenched in the criminal justice system and to promote inclusion and build community resilience.
Eligible activities must directly relate to the project and involve youth engagement activities aimed at crime prevention.
Grants available are between $200,000 and $1.5 million. The grant amount will be up to 100% of eligible project costs.
You must complete your project by 30 April 2024.
Eligibility
To be eligible you must:
- have an Australian business number (ABN)
- not be currently funded for an Early Intervention project under Round 5 of the Safer Communities Fund
and be one of the following entities:
- an incorporated association
- an incorporated not-for-profit organisation.
Joint applications are acceptable, provided you have a lead applicant who is the legal entity responsible for the project and is eligible to apply.
Eligibility letters
You must meet all eligibility criteria set out in section 4 of the grant opportunity guidelines.
This includes the submission with your application of 2 signed eligibility letters on the templates provided that confirms:
- you are active in engaging youth at high risk in your community of focus
- your organisation delivers or has delivered programs that engage youth at-risk of engaging in crime or anti-social behaviour.
You are not eligible to apply if you are:
- an individual
- an unincorporated association
- any organisation not included in section 4.1 of the grant opportunity guidelines
- a trust (however, an incorporated trustee may apply on behalf of the trust provided it meets the eligibility criteria in section 4.1 of the grant opportunity guidelines)
- a non-corporate Commonwealth entity
- an Australian local government agency or body as defined in section 14 of the grant opportunity guidelines
- an Australian State/Territory Government agency or body.
Applying
How do you apply?
The Safer Communities Fund – Round 6 – Early Intervention Grants are closed to applications.
We assess your application against the eligibility criteria and then against the assessment criteria. Only eligible applications will proceed to the assessment stage.
The amount of detail and supporting evidence you provide in your application should be relative to the project size, complexity and grant amount requested. You should define, quantify and provide evidence to support your answers. The sample application form displays character limits.
A Minister in the Home Affairs portfolio will make the final decision, taking into account the application assessment and the availability of grant funds.
To be competitive you must score highly against each of the assessment criteria.
- Assessment criterion 1: The extent that your project will contribute to positive outcomes for youth at high risk to divert them from the criminal justice system and build community resilience (50 points)
- Assessment criterion 2: The impact of grant funding on your project (30 points)
- Assessment criterion 3: Your capacity, capability and resources to deliver the project (20 points)
If your application is successful, you’ll receive a written offer. If you are unsuccessful, we’ll notify you in writing and give you the chance to discuss the outcome with us.
Successful applicants must enter into a grant agreement with the Commonwealth. The grant agreement will specify the reporting requirements, payment schedule and milestones necessary to receive payments.
Payments will be made by direct credit into a nominated bank account.
